REACH Information
On 18 December 2006, a new EU regulatory framework for chemicals known as REACH (Registration, Evaluation, Authorisation and restriction of CHemicals) - the REACH Regulation, (EC) 1907/2006 has been adopted by the European Parliament and the Council which has been published in the Official Journal of the European Union on 30 December 2006 and entered into force on June 1st 2007.
Amongst other obligations, REACH requires the registration of chemical substances. In this process the substances on their own, in preparations or in articles are evaluated in respect to health, safety and environmental aspects when manufactured, placed on the market and used. The registration process stretches over the next 11 years and will be preceded by a pre-registration phase (1 June 2008 – 1 December 2008).
Carmeuse is fully involved in the REACH process and will register its products accordingly when required. Present document has been written to answer to most questions on REACH and Carmeuse's products. Our staff remains at disposal for any further request.
What about lime products?
In REACH, three different types of lime products may be differentiated:
- burnt (calcined) lime products
- unburnt lime products
- preparations

These lime products fall under REACH registration.
All burnt lime products enter in the category of products which production is > 1.000 t/year.
They have been successfully pre-registered by CARMEUSE before 31/12/2008 and a final registration will be done before 30/11/2010.

These lime products are considered as natural minerals under REACH and are exempted from REACH registration further to Article 2 § 7(b) and Annex V point 7 of the REACH Regulation.
Consequently these products will not be registered.
3) Preparations
All preparations of which one of the substances is subject to REACH registration, will be registered For example, milk of lime which is a preparation of hydrated lime with water, will be registered as such.
What about the registration?
The pre-Registration was conducted successfully in due time ensuring compliance continuity.
Pre-SIEF discussions are already on-going and a consortium set up in order to organize cooperation modalities to prepare the joint submission dossiers with our competitors. Carmeuse participate actively to this Lime Substances Consortium
What about the downstream users?
Application scenarios for lime products will be part of the registration.
To establish these exposure scenarios, the Lime Substances Consortium proposes to use a so-called “top down” approach. This approach is in line with guidance provided within the chemical industry (http://www.cefic.be/Files/Publications/ACCORD_CEFIC_FECC.doc).
As a first step, the Lime Substances Consortium has been working actively to develop a major use/application matrix for each lime substance, which has been developed in accordance with the published REACH descriptors. This is now available at http://www.ima-reach-hub.eu/index.php?option=com_docman&task=cat_view&gid=41&Itemid=26. Within each major market sector Lime Substances Consortium are contacting industry associations representing downstream users of the lime substances. Feedback received will be used to refine our knowledge of the generic process and use conditions for each substance. This contact will be made during July- September 2009, and will be performed with the assistance of consultants contracted to, and working on behalf of, the Lime Substances Consortium.
The resulting generic exposure scenarios will be circulated to the Consortium members and to downstream users and their associations together with applicable risk management measures to ensure safe use for each of the lime substances. Downstream users are encouraged to review these documents to affirm suitability for their application(s). In cases where the consortium is informed of specific uses not covered by such exposure scenarios or the inability of a downstream user(s) to meet the required risk management measures, further dialogue will be called for. Further actions to be taken in such circumstances will be addressed on a case-by case basis. The deadline for advising consortium members of such conditions is 30 November 2009.
